Following the release of the interim findings from the Victorian Royal Commission into the Victorian Bushfires in 2009, the Australasian Fire and Emergency Services Council (AFAC) has developed a specification for Neighbourhood Safer Places (NSP) to enable jurisdictions and agencies to establish places in bushfire prone areas as a "place of last resort" for people during bushfire. NSP's are not intended to be used for shelter instead of properly preparing a home, but rather as a place of shelter if individuals decide to flee at the last moment, or if they are perhaps caught out on the road.
