CFS Codes for Alarm Charging

Effective 1st July 2013

The schedule of fees is available in the SA Government Gazette (see page 2172).  Refer to Schedule 18 in the Fire and Emergency Regulations 2005 regulations for the CFS cost detail.  

Note:  Fees listed in the government gazette do not include GST which must be added.  


False Alarms

702 Alarm activates due to extreme weather conditions - storm, lightning, thunder, heat, etc Only use in storm event.  Not if just raining. No Charge
706 Council or SA Water causes pressure fluctuations through mains Refilling has caused water fluctuations in adjacent building's sprinkler system (could expect more than one event at the same time).  If pressure equalisation use code 734. No Charge
707 Alarm activation due to power surge/spike or short circuit An external anomaly in the power supply to the building has caused the operation of the fire alarm.  Other electrical equipment been affected (computers, lights, etc). No Charge
708 Unable to locate detector indicated by fire panel Building or detector additions have occurred without changes to the Fire Alarm block plans.  Possible system fault. Charge

Malicious/Mischievous False Alarms

711 Malicious or mischievous damage to MCPs or detectors/sprinkler heads Deliberate act to interfere with detection equipment, due to lack of security.  Consider prosecution under Section 135 FES Act. Charge

Suspected Malfunctions

730 Fire Indicator Panel in normal condition on arrival including panel reset This may indicate that there is a fault or management has reset the alarm - if you suspect this please record it in your comments section, and raise the issue with onsite management. Charge
734 Sprinkler suspected malfunction - includes water pressure fluctuations/equipment faults (internal pressure issues). Insufficient pressure above alarm valve due to a lack of maintenance (causing leaks), no automatic jacking pump installed. Charge
737 Fire Indicator Panel - normal on arrival - line fault/open line Problem due to damage to Telstra line to CFS monitoring centre, i.e., events over which building owner/occupier has no control.  If communications indicate reset prior to arrival use 730. No Charge
738 Fire Indicator Panel - malfunction - fault in panel, inadequate maintenance, low battery This equipment is the property of the building owner/occupier and is responsible for maintenance (AS1851). Charge
739 Nothing found / Alarm System suspected malfunction This equipment is the property of the building owner/occupier and is responsible for maintenance (AS1851). Charge
747 Detector suspected malfunction This equipment is the property of the building owner/occupier and is responsible for maintenance (AS1851). Charge

Simulated Conditions with no fire

751 Smoke detector operated (no fire) - external smoke, eg, bushfires, rubber burnouts, etc External smoke causing the operation of alarm, beyond control of the building owner/occupier (fire next door,, lawn mower, road works etc). No Charge

Heat detector operated (no fire) - heat from other location

  • Heat causing activation from non fire source (oven, autoclave, radiator, motor vehicle etc).  Suggests poor location of detector/s.

Cooking fumes - toast, foodstuffs, etc

  • Unsuitable or non-maintained ventilation equipment, incorrect detector type/location or cooking in an inappropriate area.

Simulated conditions - incense, candles, sparklers, smoke machine, etc

  • Avoidable operation of fire alarm system.  Note: some premises have written approval for circuit isolation prior to use of smoke machines in venues.  Refer Building Fire Safety Unit.

Unintentional Alarms  - Not Involving a suspected malfunction


Accidental operation of alarm, includes where human activity has simulated a fire situation

  • Detector operated inadvertently by human action, e.g., MCP knocked, vehicle knocks sprinkler head, diesel/petrol vehicles near doorway, etc.

Failure to notify when testing or incorrect test by servicing company personnel

  • Alarms contractor has failed to place system into test to conduct repairs or maintenance on system.  Could also have touched terminals inside panel or isolated incorrect area prior to work.

Incorrect testing by premises staff or maintenance staff

  • Consideration has been given (for additional waived attendances) to allow staff to train with the operation of their fire alarm panel.

Alarm activation by outside tradesman/occupier activities

  • Work being carried out in building by internal/external contractors or building owners/occupiers.  Worksite briefing prior to work?

Alarm activation due to poor building maintenance - dust, cobwebs, insects, etc

  • Building owner/occupier has failed to sustain reasonable standards of maintenance in accordance with AS1851.

Alarm activation due to aerosol use - hairspray, insecticides, deodorant, etc

  • Building occupiers/staff should be trained in the risks of and be aware of the use of sprays adjacent to detectors.

Alarm activation due to steam - shower, bath, sauna, urn/kettle, etc

  • Alarm system has not been designed and installed "fit for purpose", required by Australian Standards.

Monitored Alarm System - Fire Indicator Panel


FIP activated - ASE not activated management rang/bell ringing

  • There is a system fault if not operating correctly.  Monitoring equipment owned by and required to be maintained by owner/occupier.

FIP not activated - ASE activated

  • System fault if it is not operating correctly.  Monitoring equipment (fire indicator panel and ASE) is the property of the customer and required to be maintained by owner/occupier.

Private Alarm Systems


False alarm call-outs by Private Security Company - domestic premise (alarm 00/000)
