The Fire and Emergency Services Act 2005 was amended in November 2009 introducing a 2-tiered bushfire management planning structure to replace the pre-existing 3-tiered bushfire prevention planning structure.

The State Bushfire Co-ordination Committee is responsible for bushfire management planning in SA and has divided the State into 9 Bushfire Management Areas and established 9 Bushfire Management Committees which have been in operation since October 2010.

The 9 Bushfire Management Areas are:

  • Adelaide Mt Lofty Ranges
  • Fleurieu
  • Flinders Mid North Yorke
  • Kangaroo Island
  • Limestone Coast
  • Lower Eyre Peninsula
  • Murray Mallee
  • Outback
  • Upper Eyre Peninsula

National Strategy for Disaster Resilience

In December 2009, National agreement was reached for the adoption a whole-of-nation resilience-based approach to disaster management. The National Emergency Management Committee subsequently developed the National Strategy for Disaster Resilience which was adopted by COAG on 13 February 2011.

The purpose of the Strategy is to provide high-level guidance on disaster management for the Australia.  The Strategy focuses on priority areas to build disaster resilient communities across Australia and recognises that disaster resilience is a shared responsibility for individuals, households, businesses and communities, as well as for governments. The Strategy is the first step in a long-term, evolving process to deliver sustained behavioural change and enduring partnerships.

National Emergency Risk Assessment Guidelines

Aligned to the National Strategy for Disaster Resilience was the adoption of the National Emergency Risk Assessment Guidelines (NERAG). The NERAG were prepared to improve the consistency and thoroughness of emergency risk assessments, increase the quality and comparability of information on risk and improve the national evidence-base on emergency risks in Australia.

Under the National Partnership Agreement, South Australia has to provide NERAG compliant state risk assessments to the Federal Attorney General's Department and bushfire has been identified as one of the South Australia's top 10 priority hazards.

NERAG compliant Bushfire Management Planning

In line with the Commonwealth and State Government mandate for NERAG compliant hazard plans, CFS has embarked on the road to compliance for Bushfire with a series of risk assessment workshops.  The NERAG process will inform the State Bushfire Hazard Plan and the State Bushfire Management Plan, which covers the Prevention and Preparedness aspects of the State Bushfire Hazard Plan, will likewise be informed by that risk assessment.  

Bushfire Management Area Plans

The State Bushfire Coordination Committee endorsed the development of interim Bushfire Management Area Plans (iBMAPs) for SA in readiness for the application of the Bushfire Risk Register software.  The interim plans are an amalgamation of existing local government and CFS Bushfire Prevention Plans, and State Government land management agency Fire Management Plans.  The iBMAPs have been drafted by each of the Bushfire Management Committees according to parameters established by the State Bushfire Coordination Committee.

The interim State Bushfire Management Plan (iSBMP) sets out the principles, policies and standards for bushfire management in the State.   8 Bushfire Management Committees have prepared iBMAPs for their area and these form Part 3 of the iSBMP. These Plans were approved by the State Bushfire Coordination Committee on the 26th of October 2012.  The Kangaroo Island Bushfire Management Committee has a pre-existing Bushfire Risk Management Plan which was used as the pilot project for bushfire management in SA.

The iBMAPs define the agreed bushfire risk treatment strategies for the Bushfire Management Area and assign responsibility for undertaking the work.

Each organisation on the Bushfire Management Committees is expected to prepare, maintain and implement Operations/Works plans for the work defined in the iBMAP.
